Alcohol advertising in Canada is regulated province by province, on top of federal rules. A national campaign has to satisfy the strictest province it runs in, which is rarely the one the creative was written for.
There is no single national rulebook
Each province regulates alcohol advertising within its own borders, and the rules differ on what can be shown, who can appear, what can be implied and where the advertising can run. A video that is fine in one province can be a problem in another.
Recurring restrictions across the country
Provinces commonly restrict associating alcohol with success, attractiveness or social acceptance, showing consumption in a way that encourages excess, involving anyone who is or appears under legal drinking age, and linking alcohol with driving or with activities requiring alertness.
The legal drinking age is not uniform
It differs between provinces, which matters for casting and for targeting. A creator who is of legal age in one province may not be in another, and platform targeting has to be set to the higher threshold rather than the lower one.
Creator improvisation is the risk
An unscripted creator holding a drink and saying something about a night out can cross several lines in one sentence without any bad intent. In this category the script is not a suggestion, and the final cut must be reviewed before it runs anywhere.
The practical version
