Cannabis is legal to sell in Canada and severely restricted to promote. The uncomfortable truth for a marketing team is that the two things UGC does best, testimonials and endorsements, are close to the centre of what the law rules out.

What the framework restricts

Federal rules limit promotion heavily. Testimonials and endorsements are restricted, promotion that could appeal to young people is prohibited, and lifestyle promotion, meaning content that associates the product with a way of life, glamour or excitement, is not permitted. Packaging, placement and where content can be shown are also constrained.

Which means the usual playbook does not apply

A creator saying they tried a product and liked it is exactly the format that is problematic. So is a lifestyle video showing the product as part of an appealing evening. If an agency proposes that, it either has not read the framework or is hoping nobody checks.

What is still possible

Educational and informational content, aimed at adults, factual in tone, with strict age gating on distribution. Explaining a process, a category or how something is produced sits in a different place than saying it made your weekend better. Even then, the specific wording has to be reviewed by counsel, not by a creator.

The province adds another layer

Distribution and retail rules differ by province, and some are considerably stricter than the federal baseline. A campaign that is acceptable in one province may not be in another, which makes a single national execution difficult.

The honest advice

If you sell cannabis in Canada, do not build a UGC strategy the way another category would. Budget for legal review before production, not after, and assume most of what works elsewhere is unavailable here. That is a real constraint and pretending otherwise is how brands end up with content they cannot run.
