Synthetic video is good enough for some things and obviously not for others, and the honest line between them moves every few months. What does not move is the question of whether the viewer was told.
Where it already works
Background footage, product renders, motion graphics, translations of an existing voice track, and versions of a video for markets where filming again is impractical. These are production tasks, and treating them as such is uncontroversial.

A synthetic person recommending a product. The entire mechanism of UGC is that a real person used the thing and is saying so. Remove the person and you have removed the reason the format outperforms a polished ad, while keeping all of its low production values.

If the viewer would reasonably think they are watching a real customer, and they are not, that is a material fact about the advertising. Canadian advertising standards centre on not misleading, and the direction of travel internationally is towards clearer disclosure of synthetic content. A brand that would be embarrassed to explain the technique in public should not use it silently.

The practical position
Use it for production, not for testimony. Say so when a reasonable viewer would otherwise be misled. And keep filming real people for the content that has to be believed, because that is the only thing this category is actually buying.
